It's a new service (still in beta) that allows users to create their own magazine. Goggling on the net I found the following information about the service:
Ulitzer will be launched in February with 1,000 new magazine and journal titles, authored by more than 6,000 rock star technology writers, and over 1 million original and copyrighted articles. Ulitzer titles will be published under the Creative Commons license.
Launching a magazine at Ulitzer.com, which is currently in pre-beta, is designed to be as easy as boiling an egg and doesn't take much longer. Once you've been handed the keys, you will be able to associate your future Web presence to whichever Topic or Topics suit you best.

I am fairly new in this business, so I read your comments with a considerably amount of interest. What I find extremely important is the question of how to make a site targeted on the potential group since I think the focus changes along with the conditions in the market. Right now where the crises are all over us new ways of thinking are necessary. Everybody wants to cut budgets and at the same time they want business to improve or rather to come back to “normal” whatever that is. The expectations to Website Designers and SEO experts have never been higher and do represent challenges never seen before. So it is good to get qualified advice from experts.

Have you seen what Ulitzer and Fuat Kircaali did to Aral Balkan? http://aralbalkan.com/2284
They also scrape content from thousands of bloggers and use it without their permission, for Sys-Con's profit. I recommend avoiding Ulitzer, and getting your content off their site as soon as you can.
